The Openness Index project aims to measure the openness indicators and open data of the Iraqi government and publish them on a website where the data is accessible to everyone, allowing for comparison, analysis, and replication. Tawasul Organization will design a methodology based on international standards to measure openness indicators and open data, adapting it to the Iraqi context.
Given the unique nature of this context, transitioning to democracy after 2003, evaluating the progress of this experience is crucial despite the challenging transitional circumstances. In the current situation, it is imperative to enhance and improve democratic practices further.
Project Objectives:
1. Evaluate government performance by adopting and formulating national principles that align with Iraqi laws to identify, measure, and enhance practices promoting good governance in Iraq.
2. Empower a broad network consisting of activists, non-governmental organizations (NGOs), both national and international, to monitor government performance and activities on a daily basis. Raise awareness among citizens regarding good governance practices.
3. Advocate for the improvement of government practices in disseminating and providing access to information for citizens. Adopt a clear three-year roadmap that enhances government transparency and openness.
